The Sector for Small Business Development is the basic organizational unit that performs study-analytical, professional-operational, and information-documentation tasks in the field of small business development.
The Sector for Small Business Development performs tasks related to: implementing development policy in the field of small business, enforcing laws, other regulations and general acts, as well as strategic development documents related to small business, which tasks consist in particular of:
implementing and reporting on the application of the Law on Incentives for the Development of Small Businesses and the Protection of Traditional Activities (Crafts); drafting the four-year Small Business Development Program of the HNK (hereinafter referred to as: the Program ), the Annual Implementation Plan of the Program, in cooperation with the legal bearers of the Program and the Ministry's plan for the implementation of the Program, drafting the Report on the Implementation of the Annual Implementation Plan of the Program; preparing the Program for the Expenditure of Funds for the Development of Small Businesses and the Public Call for Applications for the Award of Incentives, and analyzing and drafting a report on the results of the implementation of the Program for the Expenditure of Incentives; analyzing the situation in the field of small businesses, and initiating the drafting of information, analyses, studies and other professional and analytical documents, in which it proposes solutions to the identified problems; participating in the adoption, implementation and monitoring of planning and strategic documents for the development of small businesses in the HNK under the jurisdiction of the Ministry; cooperating with other organizational units of the Ministry in the drafting of a database on small and medium-sized enterprises and reports on the level of economic development of the HNK; preparation of preliminary drafts, drafts and proposals of laws, other regulations and general acts, from the scope of work of the Sector, which also include cooperation with other organizational units of the Ministry; establishing and developing cooperation with non-governmental organizations (development agencies, chambers and business associations) of the HNK and other cantons, as well as with bodies and institutions of all levels of government in BiH, regarding the promotion of the development of small businesses; cooperation with business entities and legal bearers of small business development of the HNK, regarding programs and projects for the development of small businesses, financed from the European Union assistance program for BiH and other foreign donors in BiH, through monitoring and distribution of information, writing and applying project proposals to open public calls for (co)financing of projects from the EU assistance program for BiH; implementation of projects intended for the development of small businesses, in which the Ministry participates, and which are financed from the EU assistance program for BiH; participation in the work of international conferences dealing with the improvement of business in the field of small businesses; collection and coordination of data on public investment programs and projects (PIP) in the HNK, based on the methodology established by the Federal Ministry of Finance, with the consent of the Government of the Federation of BiH; establishment of appropriate documentation material, which is submitted to the competent cantonal authority; continuous entry and updating of data on projects (cantonal, city and municipal), via the electronic IP form, into the Public Investment Management System of the Federation of BiH (PIMIS database); operational cooperation with the competent cantonal authority for the preparation of PIP, and with the Ministry of Finance of the Federation of BiH.
