Job description of the Ministry's Cabinet

The Ministry's Cabinet is the basic organizational unit that performs administrative, professional and professional tasks for the needs of the Ministry related to normative, administrative-legal, personnel, financial, accounting, information and general joint tasks related to the implementation of the work and activities of the Ministry.

Performs tasks related to ensuring timely delivery of materials for the Government and the Cantonal Assembly, protocol    tasks for the Minister regarding the implementation of the Minister's activity program, prepares reports on the implementation of the Ministry's work plan, determines the strategy for the use of resources and the information system, monitors the use of resources, collects, processes and distributes data.

The Department for Legal Affairs  performs administrative and other professional tasks related to:

  • normative legal affairs, administrative settlement affairs and administrative affairs, namely:

in cooperation with other organizational units of the Ministry, participates in the preparation of preliminary drafts, drafts and proposals of laws, other regulations and general acts within the competence of the Ministry, prepares expert opinions on preliminary drafts, drafts, proposals of laws, conducts administrative proceedings and resolves cases in the first instance in areas within the competence of the Ministry in cooperation with the relevant organizational units of the Ministry, conducts the procedure for granting concessions within the competence of the Ministry in cooperation with the relevant organizational units of the Ministry, keeps records of inspections carried out within the scope of the Ministry, carries out activities prescribed by law and other by-laws in the field of privatization, monitors the situation in the field of privatization, cooperates with the cantonal Privatization Agency, provides legal assistance and gives opinions and answers to inquiries from authorities, organizations, associations and citizens, cooperates with authorities of local self-government units regarding the application of laws and other regulations, submits data, answers and statements at the request of the Attorney General's Office, prosecutor's office and courts, cooperates with other organizational units in preparing answers to representative questions, and responses to petitions and complaints from citizens in relation to the administrative procedure;

  • human resources, namely:

drafting general acts regulating the labor status of civil servants and employees in the ministry, drafting individual acts relating to the rights, obligations, and responsibilities of civil servants and employees from or in connection with labor relations, managing personnel affairs and affairs in the field of labor relations, cooperating with the Civil Service Agency of the Federation of Bosnia and Herzegovina and the Civil Service Appeals Board of the Federation of Bosnia and Herzegovina;

  • administrative supervision, namely:

administrative resolution of appeals filed against first-instance decisions within the competence of the Ministry, preparation and drafting of proposals for decisions and conclusions on other legal remedies, preparation of responses to lawsuits in initiated administrative disputes against final decisions within the scope of the Ministry, preparation of responses to requests for extraordinary review of court decisions, preparation of information, statements and reports related to second-instance administrative proceedings within the scope of the Ministry;

and other jobs from the scope of work of the Ministry,

study-analytical and expert-operational tasks, namely:

implementing policy and enforcing laws, other regulations and general acts in areas under the Ministry's jurisdiction, preparing and undertaking certain measures, actions and procedures to prevent the occurrence of harmful consequences, or to eliminate harmful consequences in the process of implementing policy and enforcing laws in areas under the Ministry's jurisdiction, preparing analyses, reports and other professional and appropriate documentation on the situation in areas under the Ministry's jurisdiction.

The Department for Economic-Financial, General and Joint Affairs  performs tasks related to:

  • economic and financial affairs, namely:

organizes the work of accounting and financial operations in accordance with legal provisions and special instructions of authorized bodies, plans annual financial resources at the Ministry level, and, if necessary, proposes and prepares the redistribution of plans; prepares monthly reports on spent funds by all budget positions and place of origin, prepares quarterly and intra-quarterly, monthly financial plans in accordance with the approved funds for the fiscal year, monitors the execution of the budget financial plan, and performs reconciliations of received funds by groups, subgroups and sections of the chart of accounts, maintains and reports data on the status and changes in assets, liabilities and sources of ownership, initiates preparations and provides proposals for a regular annual inventory of tangible assets, prepares annual and semi-annual financial reports, monitors legal regulations in the field of financial and accounting operations; controls orders for subsidies and issues payment orders, cash payments, performs calculations and settles travel orders for official trips, calculates salaries and allowances for employees, organizes the method of internal borrowing of employees with tangible assets, calculates service contracts and performs payment of obligations on the same basis, monitors the designated spending of budget funds approved by the Ministry, performs professional economic and financial tasks in the administrative procedure, concession award procedure and other property and legal relations of the Ministry, keeps records and controls the execution of financial obligations in concession contracts and other contractual relations of the Ministry in which there are financial obligations of the contracting parties, prepares public procurement programs and plans, organizes and implements the procurement of goods, works and services in accordance with legal regulations; participates in the preparation of financial and other reports, controls the technical and financial processing of requests for the allocation of assistance and subsidies within the competence of the Ministry;

  • general and common tasks, namely:

 tasks of planning and developing the information system in the Ministry, analyzes the results of the application of computers and equipment installed in the Ministry, develops a plan and program of IT training for the Ministry's civil servants and employees, determines and implements the needs for connecting with other ministries and administrative bodies, maintains the Ministry's WEB page with Internet access, develops software for the needs of the Ministry, performs tasks of ordering, dispatching mail and direct delivery of mail, official travel tasks for the needs of the Ministry, treasury tasks, performs copying and duplicating of materials, and technical and auxiliary technical tasks.
